It took me about 3 months of constantly reinstalling flash to find the culprit. good luck
Java fix
this is pretty much what I did:
1. Uninstall Adobe's packages (with uninstall_flash_player)
2. Empty temporary files and internet cache and restart.
3. Install the latest FlashPlayer version 9 from Adobe's web site

I had to uninstall flash and then reinstall-took a few minutes but was a drag...

I tested Regscrub and it has not affected Flash. So I am still in the dark. As a result, I have the standalone Flash program and if it ever gets uninstalled I immediately put it back again. That takes only about a minute, but it is still annoying..
