Yes. It has a web browser, so you can access a standard web mail UI.
Gmail seems to work, though it's a little difficult on the small screen.

You can also use the iPhone's Mail app to access Gmail, a couple other
services, or anything that runs POP or IMAP. But to do that on the iPod
Touch you first have to jailbreak the iPod so you can install software
on it. See: http://www.ijailbreak.com for a GUI that will jailbreak the
iPod Touch.

If you run the above jailbreak it will automatically install the iPhone's
Mail app for you. I have done this, and have set up the Mail app to use
Gmail and to use my own IMAP server. It works beautifully.
