Video/Audio is skipping and i can't figure out why

When I try to play a Video from a CD or a DVD the audio skips and the video will either skip or stop completely. I've tried everything I can think of. I'm not sure if its the computer or even the CD/DVD drive, because my CD drive has been touchy for a while, it randomly stops working from time to time. Also video on my computer plays fine, its only CDs and DVDs. I have a Toshiba laptop with Windows XP, if that is of any help.

copy the same video/audio to your hard disk and play, and see if it skips/stops in the same way. if the same file plays correctly from the hard disk, then it's either a problem with the cd/dvd or the cd/dvd drive.

Buy a disc cleaner from your local tech shop. Load it up and let it clean up your CD/DVD drive and let it do its thing. Or you can do what Baku has previously mentioned.
