TroubleShoot Radeon HD 3650

Radeon HD 3650

I have a dell 4600, and I installed the card into my system but when I boot I get a black screen. I hear windows loading in the background but I don't get any picture at all. My Monitor sits as if it's in standby with an Orange light on my monitor.

I've had PCI cards since I got the computer but just bought an AGP and it's not working : /

The card was put in correctly and I have a 500w power supply.

The fan isn't spinning however, even though I've plugged it into the supply, and even tried multiple plugs.

What I've tried.

-Disabling the built in display

-Enabling the built in display with card installed

-Changing my BIOS options from "Auto" to "Onboard" (The only 2 options)

My comp has never had a problem with about 4 graphics cards, and I've never tried downloading the drivers before I install the card because I feel this is the incorrect way to do it...but I've run out of ideas.

First U have to test the SMPS is working or not==>

Unplug smps or PSU. Disconnect all PSU leads to motherboard and drives. Leave at least one fan directly connected to 4-pin molex connector of PSU.

Now, on the 20 or 20+4 pin main ATX power connector, short the pin w/ GREEN wire (PS-ON) to any adjacent pin w/ BLACK wire. This process makes the power supply turn ON once plugged to AC main.

Plug the power supply to AC main. PSU fan and connected fan should rotate. You can now test with a multimeter. Here are the voltages:
YELLOW wire= +12VDC
RED wire= +5VDC
ORANGE= +3.3VDC
Voltage readings must be within +/-5% of above values.

Step 2 ==> If its working fine please give a reply following checks

(a) when u connect the SMPS to motherboard, an LED in the board will glow
(b) remove the RAM from the board and power on the system, beep sound will generate the system

I'm not gonna waffle around, you mentioned it yourself. Try the HD3650 on another motherboard and see if it works. If it works, your current motherboard must be faulty or damaged somewhere on the mobo.

Also, have you plugged in the PCI-Express power plug into the graphics card?
