Some months ago I setup a cost effective security system, using just webcams and software, for a client of mine and used Webcam Monitor developed by DeskShare. But it was setup at only one location. I believe that their products support monitoring from multiple locations, though I have never done so. I would definitely check into that with them first before making your decision. What I can tell you is that you can monitor the cameras setup though their software over the web and that the setup went nearly flawless.
