Horizontal Artifacts at Login, then crash to black screen

So I was playing Fallout New Vegas and the screen just went completely grey. Upon hard reset I am getting horizontal artifact bars at the login screen to Windows 7. I can enter my password, but after a few seconds the screen goes black. I'm able to boot into safe mode without any artifacts and all of my files are still here.

I immediately thought GPU so I went and bought a new 270X, but I get no signal from it at all.

I removed all video card drivers and re-installed the newest Catalyst 14-4. No change.

Re-installed the chipset drivers as well with the latest versions. No change.

I've tried last known working settings and system restores with no luck.

I've run a thorough checkdisk scan that took ~4 hours. I've run checks on both of my 4 gb RAM sticks. I've tried running with just one of either stick as well.

I can't get past the login screen with my old 6880 gpu and the new 270X doesn't give me a signal at all. Please help!

320 gb WD 7200 RPM drive
