Cannot delete Temporary Internet Files

Cannot delete Temporary Internet Files

I've tried to delete files in the Temp Internet Files folder using the
Tools/Internet Options/Browsing History/Delete.. but nothing happens and when
I check inside the folder itself, the files are still there. They do delete
manually, but I don't want to have to go through every single file and delete
them all, particularly as there are some cookies that I want to keep.

Any idea on what's happening?

Hi,
Another program may have a lock on the Temporary Internet Files.

See: http://windowsxp.mvps.org/deltifonexit.htm for troubleshooting info.

Also make sure that the Temporary Internet Files isn't unnecessarily large.
Something around 50-100 MB is frequently recommended.

Windows version?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)?

I am using Windows XP Professional SP2

Anti-virus is AVG Free
Anti-spyware is Spyware Doctor.

I've disabled both to check if their not running would change anything, but
it doesn't. The problem only started happening when I upgraded IE6 to IE7, it
was working fine before.

I've tried looking at which programes/processes are using TIF but can't seem
to make any sense out of it. They include the following handles (that use
TIF's index.dat):
svchost.exe (twice)
vsmon.exe
explorer.exe
hpcpmgr.exe
ezi_hnm2.exe
SetPoint.exe
msnmsgr.exe
wlmail.exe
iexplore.exe
WLLoginProxu.exe
WINZIP32.EXE
swdoctor.exe

Which ones can I turn off/terminate/delete safely that could be causing the
problem?

1. Does this behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 *exactly* per the link below (which
automatically returns you to IE6), (b) all toolbars and (c) all third-party
Windows Themes (including Window Blinds) and do NOT reinstall IE7, does this
behavior persist? If it does, do NOT reinstall IE7.

uninstall via Add/Remove Programs!]

4. Required reading IMHO before reinstalling IE7:

Sandi's Installation Tips <= Steps #1-8, #10 & #11; take note of #12, then
STOP

I strongly recommend using
http://www.microsoft.com/windows/dow.../getitnow.mspx as the
installation source, not Automatic/Windows Update.

Tip: Save the installer to your desktop, do not Run it.

5. Make *certain* that you check in at Windows Update immediately after
reinstalling IE7 to install any critical updates offered. If Optional
Updates category offers Root Certificates update, I recommend installing it
to take full advantage of IE7's additional security.

Hi,
Close any IE windows and Windows Live Mail then end these processes to see
if one of them is causing the problem:
swdoctor.exe
wlmail.exe
iexplore.exe
You should access Internet Options from Control Panel.
