Best option: Reboot windows. If you can't done it yourself, you may take the help of experts. It will surely solve your problem.

First uninstall the IE and Chrome and then re-install. It should work.

It seems your computer is infected. For your information no AntiVirus applications can be properly installed on a computer which is already infected. So I feel the AntiVirus programs you downloaded on your computer will not find or remove infections if your computer is already infected.

I can just give a workaround. This process is called cleanboot.

1. Type msconfig on Run and click ok

2. Click on Services tab

3. Check "Hide all Microsoft Services"

4. Uncheck all other services and click Apply

5. Reboot your computer and try to open Google Chrome
