How do I resize photos in Picture Manager by inches?

How do I resize photos in Picture Manager by inches?

im trying to take a bunch of photos, and resize them to all the same size.
sizing by pixels doesn't work, as these photos were all taken with numerous
cameras & varying pixelation.
