Workflow - Wait Until

Hi

I am trying to publish a workflow which updates the priority to HIGH if
execution time is greater than or equal to 10 minutes after case record
created on.

This is how my workflow is structured:
Wait Until workflow execution time >= 10 minutes after record created on then
check if status = active then
update priority = HIGH

However nothing seems to happen even though the workflow is published. I
dont see this workflow under the workflows link under a specific record. I
have waited for over 20 minutes to make sure i give the workflow more than
ample time to run.

Any thoughts for me please?
