Could not find a web server at URL on port 80 error message

Hi,
I have both Frontpage 2003 and Expression and while trying to edit my
webpage it gives me "Could not find a web server at URL on port 80" when I
try to save and import documents from my hard drive. I have turned off my
firewall and still receive the error. I don't know if it matters but I also
have Vista. Has anyone heard of a solution to this error? I am not real
tech savvy so plain language would be greatly appreciated.
