Question on Template Functionality for Variable Text Length

Hello, all - short-time reader, first-time poster!

We are hoping to create a Template that will allow users to add
variable-length text to different fields in a 2-column format. Ideally, as
each section is altered, the various fields "below" it will push down, then
onto the next column or page as needed. Each field is preceded by a "header"
which would not be altered. The result would be similar to a "newsletter"
effect, where each text field is like an article, and each header is like a
biline. We hope that as each contributor adds text to their field, the
document as a whole takes care of itself, just as it would without a Template.

I've tried creating such a template from scratch, but so far have not
achieved anything close to a workable result. Does anyone know if this type
of functionality exists for Templates, and/or if a Template like this is
already out there?
