MSI for Compatability not applying

MSI for Compatability not applying

I had seen this same post previously, but there was no answer - hopefully
someone has found a resolution. I am cross-posting to both Windows MSI and
Office Updates

I have the msi for the Office Compatability pack (from
FileFormatConverter.exe) O12Conv.msi and the cab file extracted to a folder
on my server.

The group policy includes this path and I can see that it has installed to
the computer.

But when I open the document in Office 2003, it still tells me that I need
to download and install the converter, so although the group policy is
running, and the msi is deploying, it isn't affecting the computer.

I have over 500 users that I need to deploy this to, so any help is
appreciated.

Even if the policy applies to the user, it does not mean that the
application is actually installed. Does it appear in add/remove programs? if
it does, is there button "change"? how do you see that it has installed to
the computer?

Further, even if it's installed, the feature responsible for the action you
want to engage, may be not installed, or even advertised.
