I want to change the tab setting in Outlook 2007

The message form is set to start typing at 1.25" from the left. Can I change
the tab ruler settings?

On the Format Text tab on the Ribbon, click the little square in the bottom
right corner of the Styles block. See what style that paragraph is in, and
check its properties to see if it specifies an indent.
