Can't open Excel file - Web Server is too busy

On SharePoint Portal Server 2007 running on SQL 2005 Standard Edition,
When I, or any other user, try to open a specific excel document from
a Shared Documents section on a SharePoint Site, excel pops a alert
window:

Microsoft Office Excel
Microsoft Office Excel cannot access the file 'https://intranet/corp/
Shared Documents/file.xls'. There are several possible reasons:
The file name or path does not exist.
The file is being used by another program.
The workbook you are trying to save had the same name as a currently
open workbook.


The file existed and was used reqularly by several users for a couple
weeks before this started happening.
The file is not being used by anyone... and every system has been
restarted since the problem started. It is not checked out to anyone
either.
I tried copying and renaming the file, but the same error persisted.


If I click Actions > Open with Windows Explorer, it opens up a
explorer window.
If i try to doublelcick this specific excel file, Excel opens with
this popup window:

Microsoft Office Excel
The Web server is busy. Try again later.


The web server isn't busy though... Pages are loading fine. I can open
other documents in the same Shared Documents section. CPU is less than
5% on all 4 CPUs. 4gb RAM / 200mb free.

I can drag and drop other excel files from that Explorer window to my
desktop. If I try to drag and drop this specific excel file, the
hourglass comes up quickly and then nothing happens.

If I right click the file and drag it into it's own window and select
'copy', it actually creates a copy of the file. I can rename the copy
and it updates the name in the Web view of the Shared Documents.
However, I still cannot open the file from the website, the explorer
window, or drag it out of the Explorer window.

Looking at the IIS logs, the same 3 entries appear for an excel file
that successfully opens compared to this file that does not.

What next?

I just upgraded to MOSS 2007 this weekend and am now having the same EXACT
issue below. although it doesn’t seem to be with all excel files. I also
noticed a very similar problem opening PDF documents as well.


Any insight would be greatly appreciated.
