Let me know what route you want to take. It should definitely be
possible by calling the Win32 APIs.

An experienced programmer could likely whip it up in minutes.
Programmer I'm not though, but still interested in providing a solution,
and should be able to hammer something out in the next week, unless
things go well when I go into the docs.

Does it have to be a v1 solution? I've asked someone from the
PowerShell team to provide a v2 solution using add-type.

He says he'll try to blog it by next Thursday.
