Looking for some recommendations.

Here's my current setup as of this weekend:

Intel Q6700 proc
Masscool 8WA741 92mm Ball CPU Cooler
8GB of PC3 14400 mem
Asus Maximus Extreme MoBo
Antec 650W PS (Earthwatts 650, pn: EA-650)
XFX Radeon 4870 PCIe 2.0 16x
all housed in an Antec Twelve Hundred case.

So there's the nitty-gritty, here's my question:

I want this system to be rock solid and get all the BIOS settings perfect. Is there anyone that can help me out with this?

Unless you go for over clocking, the default BIOS settings will be fine. You may however adjust boot priority and give hard disk first priority after Windows is installed successfully.

It doesn't seem to be fine. It should be a hella bit snappier than it is, especially running Windows 7 and now 8GB of memory vs. the 2GB it had in it and Vista Ultimate.

check if your BIOS is uptodate!
getting the lastest for your Motherboard would be more performant!

What do you mean by that ? Doesn't Windows 7 recognize 8GB memory ? Also are you using 64 bit version of Windows 7 ?

I am running x64 and it is recognizing all 8GB but it is not loading programs as smoothly as it should and it is not noticibly better than just the 2GB that was in there.

I am running the latest release BIOS 1302 from ASUS as well.

That is a very relative statement, since have you noted down the startup time for each application. Also assuming it's a fresh install of Windows 7, the prefetch and super prefetch takes some time to be fully optimized.

Make sure your using the Release Candidate of Windows 7. The BETA build 6000 series sucks. The 7000 series is the RC release and is much more improvement then the BETA.
