Outlook 2003 - Embedded JPG size restriction (Red-X)

I support about 40 Outlook workstations.

One one; larger embedded JPGs show as a red-x, but smaller ones display just fine. There seems to be a size restriction.

I duplicated the problem on a fresh "SEND" message (see below).

User has XP Pro SP3 and Outlook 2003 SP3.

Help! 30 minutes of GOOGLING hasn't helped.

To test it:
The "Alt / Prt Scn" feature does a very inefficient (big) JPG shot - a full screen is about 1MB.

·opened a new SEND document in her Outlook.
·put a window into "Restore Down" mode (middle button next to upper right X).
·dragged it to a small size (3 inches square).
·ALT / PrtScr to put that window into the clipboard.
·CTRL/V into the NEW MESSAGE. It worked - the image of the 3x3 window appeared in the message.
·Dragged it to a large size (nearly the whole screen).
·CTRL/V into the new message - it did NOTHING (as if the clipboard was empty).
·Opened MS Word and did CTRL/V and the larger screen did paste - so the clipboard did contain the most recent image. However; PASTE in MS WORD reduces jpg sizes considerably (to match the document format).
