Logo in OLK03 Signature becomes low quality

I have been working with a workstation running XP and Ofc 03. When we insert the company logo into the signature, it looks sharp and clear, but when the message is received, the logo is low resolution and appears blotchy. When we use another machine running Ofc 07, the same logo is sharp when sent AND received.
Is it a limitation of OLK03 or are we missing a step?

Open Outlook.
Open Tools/Options
Open Third Tab and click on Signatures
Edit an existing signature
Right click on the space for the signature and choose to Insert Image.
We can either browse to a copy of the image on a machine or insert the URL where the same image is found online (.png).
The graphic appears and looks great.
We save and close the signature.
We edit a message and insert the signature.--still looks great!
Sent to recipient and they tell us it looks poor quality. We see it. It is!

Any thoughts or suggestions? Is it as simple as an upgrade? Can it be done with Outlook 2003?

I would say it is. Outlook 2003 is software that is now nine years out of date, at the time where people still had dialup for their connections. It probably has some sort of limit in it, stopping it from becoming too large.
