this does sound like an overheating problem, this happened on my old machine.
I had to pull out all the fans and clean off all the gunk with an old toothbrush, including cpu fan.

I Dont think this is a heating problem.If it just shuts down might be a virus that i think is specially known for causing this.Have all of you who have this problem have windows xp service pack 2 installed??Because i the same situation some time back.Immediately after i installed windows xp sp1 and connected to the net to download softwares the comp showed some unknown internet activity even when i was not using the comp...(i had my automatic updates turned off).Then suddenly my comp shuts down.I believe sp2 was specially released to solve this problem actually caused by a virus devoloped by some kid years back.
Or you might as well check out your processor temperature using some appropriate software that most of the intel motherboard drivers come with or in the bios also.If you have an older computer that doesnt support temperature detection then you might as well go for an changed/update antivirus or format and reinstall windows!

I have got a thosiba satellite version lap top
the problem i am facing is that when i press the start shut down button or restart button laptop does not shut down
may please help me on this problem

probably you should see if the button on ur laptop works properly..?
I suggest you should try shutting down using the shutdown option in task manager(press ctrl+alt+del to start task manager)

Thanks for all inputs.As pixelpainter guessed the offending part happened to be the cpu fan which got jammed due to excessive dust and muck.Cleaned the fan and now PC works like a charm. thank you
