Hosts folder ~ is this a problem? quotes

On another pc, and this from memory. My memory, not the electronic variety.
C\windows\system 32\ drivers\etc\hosts

Contained within the 'hosts' folder is a file named "quotes" which I cannot
delete. error message saying file in use by another program or person. (or
similar).
My hw firewall is good. I also use the free versions of AVG and ZA. System
regularly scanned with spybot & adaware.
AVG can not / will not complete a system scan and reports that this hosts
file has changed, then proceeds to scan the system ad infinitum.
Unfortunately this pc has a bluetooth keyboard and I can't get into safe
mode.
Will try a ps2 kb/safe mode/ delete file etc.
If anyone has sensible suggestions I would V much appreciate them.
OS is XP and is fully updated.

Leave it alone. It is part of the TCP/IP protocol, it is benign and non-malicious.

I believe it is associated with [from the etc/services table]...
