II+ Displays READY GO instead of Apple II

Hi all.. I booted up an older II+ the other day , and instead of the normal Apple II that is displayed on the screen it said READY GO , don't really know what this is all about. Also I noticed it had a flat encoder board installed , not your nornal one that has all the long pins that connect to the keyboard , and there seems to be a wire running from the encoder board to an IC just below the joystick connector? Is this the lowercase shift key mod? If anyone can clue me into what this is , that would be great , I have no idea how to enter the lowercase mod.
