Block User Downloads w/Group Policy

My boss is tired of all of the clean up we have to do on users machines at
our sales meetings. He wants to lock down the computers so users can not
download from the internet. I know a little about GP but not enough to know
right where to go to accompish this. I have a laptop to test on so I'm up for
anything anyone has to offer. We will need Domain Admins to load anything on
the PC. Running XP SP2.

Any help is appreciated.

Think you can use it also for XP or modify it for your needs.
