Windows 7 Task Manager Issue

So here's my issue:

A task manager that lacks a minimize, maximize, close, or any of the usual tabs.

No amount of settings changing or laptop restarting has fixed it so far.

Double click on the light gray border (the area next to the New task button) and see what happens
