Newer RC Builds

I keep on hearing everywhere that the newer RC builds are really amazing. Is there a particular reason why only certain people are able to download past the Windows 7 RC Build 7100?
It's just confusing me as to why Microsoft is still releasing RC Builds, but they aren't allowing us to download them.

Well each of the RC builds there isn't much difference, maybe a 1% performance increase each build. Right now I have 7068 installed and I just obtained the RTM version, from what I've heard I will see some performance increase but not alot.

For a regular user most of the RC builds will be the same, all changes are internal/minor fixes.

In fact many benchmarks rated the RTM version below RC 7100.
