Corrupt Home.pst file in MS Outlook 2013 - persistent problem

My Office 2013 version of Outlook gives me a recurring error (see attached) that prevents opening. The Microsoft solution using their repair tool only works for one or two Outlook openings before the error occurs again. I removed Office 2013 and did a clean install but the same error has developed. Does anyone have a suggestions for a permanent fix for this problem? I am currently using Windows 8.1.

Navigate to the folder the file ("Home.pst") is in, then right-click on the file and select "Properties". In the window that pops up, under the "General" tab at the bottom there should be two checkboxes- ""Read-only" and "Hidden". Make sure both are unchecked, then try Outlook again. If it still doesn't work go to the "Security" tab of the Properties window and click "Edit". Give yourself full control of the file and try again. If it still doesn't work reinstall Win (preferably 7 ), or wait for another solution from someone smarter than me xD

You may try SCANPST.EXE, the Inbox Repair tool, to fix your corrupted PST file.
As you are using MS Outlook 2013, the SCANPST.EXE can be found at this location: C:\Program Files\Microsoft Office\Office15

Run it to scan the corrupt PST file and to fix its errors. Other than this, you can also try third-party tool to repair corrupted PST files. I can recommend you SysInfoTools PST File Repair tool as I have used it a couple of times in my past. You may also try its free demo version first.
