Well, I did a quick search and found a few things that I think may be helpful. I have not tried either one of these programs out... if you decide to do so, do it at your own risk. By your post I wasn't sure if you were talking about disabling the physical buttons on the machine itself, which I think you meant, or software components in the operating system, so I included both.

1) Toddler Keys - can lock drive buttons, keyboard, and power button
NOTE: Says that it can only disable power button on XP. Doesn't have an option to disable the reset button. To disable a locked screen, all you have to do is type "QUIT"... not sure if you can change the disabling command, so that could be a possible security risk if it exits the program entirely. FREE

2) 1st Security Agent - Has a lot of options for disabling individual software components on on all versions of Windows, except Windows 7.
NOTE: I'm sure with more searching you could find something better, and for a better price... possibly free. Their Security Administrator software seems pretty much the same as this one and has the same price, but it looks like it has less options... the differences between the two seem pretty small. NOT FREE
