Shrink c: drive partition problem

I have a Dell Inspiron E1505 currently running Windows Vista Home Premium SP2. I just got Windows 7 and I want to create a new partition to install it on instead of having to erase all of my data.

I went to the Computer Management window and followed the instructions I found but when I clicked on "Shrink Volume..." it says I have 0 MB available of shrink space.

When I go to My Computer and click on the C: drive it says I have 102 GB available out of 298 GB. But on the Shrink screen it says that the total size before shrinking is 305243 MB which translates to the 298 GB total hard drive space. I don't understand why it's giving me two different values.

In addition, on the top part of the Computer Management screen, it says I have 106.39 GB free.

I have tried defragmenting but nothing changes. Is there a reason why I am not allowed to shrink the drive to create a new partition?

I have included a screen shot of the Computer Management screen.

Try this option here:

If that doesn't work, you may wish to try GParted.
