Enable build-in Administrator Vista

Appreciate some help please.
Could someone tell me or advise how I can enable the build-in administrator on my pc Vista.
In the initial setup with the new pc it sets as default disable for build-in administrator.
Do I have to be logged on already as a user account or can it be done booting in Safe mode or something, then enabling it.
The one and only user account is password protected and I can't even log on. Would I have to wipe this pw out, simply to be able to log on?
All I want to do is create another user account to be able to use the pc.

I don't think there is a way to enable the default Administrator account without having another admin credentials. But you may use Offline NT Password & Registry Editor boot cd / floppy to reset the password of your existing admin user account.

It may also able to enable the Administrator account.

Ok, great, thanks for answer.
Will run the Offline NT Password & Registry Editor to clear password, then enter as that user.
Please could you explain how I can then enable the build-in administrator.

Once you're in as an Admin user, you should be able to enable the default Administrator account from the Control Panel.
