Windows Resume Loader

So I have read all the discussions about the Windows Resume Loader error, and have not been able to resolve my problem. Same as all the posts, computer starts up with resume loader screen, laptop keyboard doesn't work to select either option. Running Vista on a Toshiba Satellite with Phoenix bios. Able to get into the BIOS but there is nothing there that will help.USB legacy support is enabled, and USB keyboard doesn't work to select options. Have tried to boot from CD/DVD, but the drive just spins once in a while, with the cursor just blinking, so I am unable to run the restore option.
On a whim, I swapped out the hard drive from another computer, and was able to get to Windows, but still was unable to get the computer to boot from CD.
Am running out of ideas, next is to make a bootable USB and see if that works. Any ideas out there? Thanks

either your restore disk is bad or the cd reader is bad.
but definitely, Vista is bad.

Vista is definitely bad. Maybe you should consider upgrading to 7?

Also, if the restore disc or the disc drive is broken, a bootable usb may work.

Well, bootable USB did not work, and thanks for the opinion that Vista is bad, but that really doesn't help my situation, does it?

1) have you tested your restore disk on another pc? (if it boots, rules out broken disk)
2) have you tested any other bootable cd on your drive? (rules out broken drive)
3) have you tried a different o/s (rules out that the buggy Vista is that cause of all this)
4) i haven't gotten bootable USB to work over the years. there's always some little bug. i'm w8n for the tech to improve. (software & hardware).

2. yes
3. tried xp and vista boot disks, cd does not read
4. will try another bootable usb when i get a chance

Will try hooking up a caddy and wipe the disk, see if it will reload windows from that

Well, gotter fixed. Installed another CD reader in the bay, and was able to boot up using the recovery cd and restored.
