partition numbering in boot.ini

I'm trying to repair a no boot situation and I've used bootcfg /repair (in the Recovery Console for WinXP) to set up a new boot.ini with the three OS's I was using previous to this problem.

My active partition (WinXP) is on C:, but in boot.ini this partition is called (2), number 2. That's confusing me because I would expect C: to be the first partition, number (1). And since I still haven't solved the boot problem, I need to make sure this is correct.

Besides using the Recovery Console, I'm assessing and viewing the computer files using Hiren's bootCD 15.2 .

Can someone give me a lesson on the partition numbering system as it relates to my problem....
