OSD status messages show up in futureq

Many of my OSD status messages (SVF files) are showing up in the
statmgr.box\futureq.

I imagine this is happening because the system doesn't know the correct time
until it is on the network. By this time, it is too late as it has already
sent several status messages back to SMS with the wrong time stamp.

Is there anything I can do to make the clock get set correctly earlier on?
I haven't seen anywhere to set the time zone in WinPE. Do I need to? How
does the installation process figure out what time it is?

I am deploying systems using WinPE 2005 and SMS 2003. Image is build using
BDD 2007 and deployed using BDD 2.0
