DVD's and WMP9

Is there a way to get DVD's to play with a free 3rd party plugin for Media
Player 9?

If so, where would I find one?

I'm not aware that the MPEG Licensing Authority has any allowances for
anybody offering actually-free DVD decoders, so the general answer is
probably no. There's a variety of commercial add-ons available, though. =\
