the language bar does not respond

I use Hebrew and Eng. I use to switch by the Alt + shift - nothing happens
there is no response.
when I click on the lang bar for the lang I want the curson does not change
direction and continues only in English??
I saw that on the menu bar where it says file edit view favorites tools...
every time I try to change language it underlines the first letter (F E
V....) but the language does not change.
How can I get to work properly?
