thx alot!! =) but i had found another way to solve this prob...

haha i install and updated the steam in my laptop..dan i copy the whole
Steam programe file and paste it intro my desktop and amazingly it
work!! means that actually Steam does not really need to be installed,
it can be copied from elsewhere's computer "programme file" and it can
run just as well.

to summarize, the problem with my desktop steam is that it can only
update till 26%.
but after i copy the steam programme file from another com, which steam
had already updated there, it can work!!

Yes it can, that's why you can delete all steam files except for Steam.exe,
run it on your system and it'll reinstall/download all the missing files. It
really is a decent application and truely designed for "Digital Delivery".

What you did is a little excessive, not everyone has a notebook lying around
or a second system, but essentially it's the same thing.

Fixed it. I went to hard drive to steam folder, first folder under client
registry,
opened up the compatibility tab and unchecked run in compatibility mode and
it ran
fine. Good luck.
