window flickering

just installed a new vista oem, now right after installing the video card
drives and the norton antivirus, I noticed that whenever I open any folder
ex(my pictures) that frame start to flicker and then a small window in the
middle of the screen;kinda wants to open but it doesn't almost as if
something is stopping it and is driving me up the wall, cause when I try to
rename any folder, it accepts just about as far I can get to type in before
the flickering affects it and I get cutoff from entering the whole name, I
thought this was some kinda virus, even reinstalled the vista from scratch,
done it like about 3 times and I'm gettting the same flickering issue..what
may be causing this????thanks guys

RE: window flickering

Go to the Graphics card Manufacturer's website(or MBs website), and download
the latest driver(Vista compatible!) for your graphics car, and install it
after deleting the old one.
