Network and Sharing Center Crashes

When I try to enter the Network and Sharing Center so I can check internet
connection status it freezes and doesnt respond then explorer crashes and has
to restart.

See if this works:

1. Go into Safe Mode With Command Prompt
2. At the command prompt:

net localgroup "Administrators" "local Service" /add [enter]

See "The command completed successfully". Type:

exit [enter] and allow Vista to start normally.

If not, what changed between the time things worked and the time they
didn't?
