Transparent Blue Highlighting - Can I shut off?

You know every time you point your mouse over a file or icon, you get a light
blue highlight? Can I shut this off? I hate it....

Tammie, right-click on your empty Desktop> Personalise>View>Classic Icons!

Thanks, but if I follow your instructions, I don't see any selection for
classic icons.
