Seeking a utility that could change the "created date", etc. of a file.

You would need a binary file editor (sees all 256 characters). Change the
date on your system, create a file, copy the content of the old file to clipboard, and paste it into the new file. Save. Change date back. I use 'DiskPatch', there are a great many.
