how to save and now download already watched streams and media

i've been trying to get internet explorer save watched videos on youtube
since i have limited bandwith, i've put "40" on "days to keep files in
history" and i never delete my temporary internet files or cookies, it
used to save before, now it doesn't, and when i go to browsing history /
settings / view files/objects i get an empty folder.

any way to fix this?

You need a 3rd party Program; something along the lines of the above.

Generally, no. Streaming video is not downloaded to your computer in the
same manner that other files are, so you won't find them in your TIF folder.
There are utilities that claim to be able to capture and save streaming
files but I have not tried any nor can I recommend any.
