Move to Icon no longer works

Running Vista 64 bit Home Premium with Windows Mail.

I must now right click on the Header and select copy to
in order to move e-mail messages to the Inbox Folders
I wish to save for future reading.

Will some kind person please assist me in resolving the
"Move To" Icon problem
