Outlook comes with some of the extra cost software packages
(Microsoft Office) and should therefore be expected to provide
some features not available in the email programs Microsoft
provides at no extra cost (Windows Mail and Windows Live
Mail). Not everyone needs those extra features, though.

Outlook does not provide access to newsgroups, though.

Version 2003 of Outlook will run well under Vista if you have
a spare license to install it with; older versions of Outlook
have some problems under Vista if they will run under Vista
at all.
