Recommended DVD Decoder for Windows Vista

I need a dvd decoder to view a cd on Windows Enterprise. Does anyone
recommend any particular decoder?

DVD decoders should come with Windows. Are you sure the video on the cd
is a DVD compliant video file. VCD's could be different to DVD video
