Internet Prolem - Fast connection but slow internet

Hi, I have a Toshiba Equium P200 connected via wireless to a BT Homehub

For the last 2 days ive had horribly slow internet speed, i tried connecting
via ethernet but got the same result. but when i go to home hub manager is
shows:

Downstream 6,176 Kbps
Upstream 448 Kbps

Which is what is normal for me, so i figured its not a problem with the
homehub

I checked if anything else was using up any bandwidth via task manager and
it was:

Utilized: 0.25%
Link Speed 54 Mbps

Again, this was normal

The signal strength is "Excellent"

I then check device manager for properties of my network adapters. The
wireless adapter is fine and so is the ethernet, but theres a little
exclamation mark next to "Microsoft ISATAP Adapter" I right click it and it
said

"This device is not working properly because Windows cannot load the drivers
required for this device. (Code 31)"

Could this be the problem and if not could someone help.

The above link is what the error message means.
As MS says, ignore it.

What you can try, is right-clicking on your Network Connection> Properties>
disabling(unbinding, unticking!) TCP/IPv6
Some ISPs have an issue with it.
