Try: Right click on empty area of your desktop. Select Personalize. Then
select Windows Color and Appearance. Check the box to enable transparency.

iTunes and other programs taskbar utilities shut off the transparency.
FireFox, Opera, Winamp and others when enabled do the same.

Get beta 1.1

A trick :

Right click your desktop, select Personalize. Go to Windows Color and
Appearance and check the Enable Transparency box. Also, to get your
taskbar transparent, you can't have any applications having the main
focus.
