No Category View in Control Panel/Search looks like 98

I've seem to have lost my ability to switch to category view in control
panel. I tried running the REGSVR32 /i MSHTML but an error message comes
back that it's not a DLL or OCX file.

Any suggestions? I tried repairing Windows, it didnt work. In addition, I
cannot use my MSN accounts with Outlook or any other email programs. Keep
getting error messages: Login invalid when it's valid. Could all of these
problems be related?
