Taskbar Help, Please!!!

Hello,
When I open a window.. the title of the program does not appear on the
taskbar. I have tried the tweaking solution on kellys-corner-xp but it does
not work.. I would love to hear your solutions.. I'm desperate!

Is that true for all users of the computer (create another user if you do
not have one to test) and even in safe mode?
