computer restart again and again even in safe mode

Sir,
FOR my computer, I have installed dual Operating System, WINDOWS XP, in C &
D drive. On start up of my computer through C drive system, it boots upto
WINDOWS screen, then instead to go to windows welcome screen, it restarts
again and again. I can’t even get it working on 'safe mode'.
On other OS i.e. in D drive my computer works normally. Through D drive OS,
I had scanned full computer, by UPDATED Antivirus AVG & NORTON. But problem
of startup through C drive does not resolved.
ON C drive boot up, selection it restarts each time. PLEASE INFORM ME what
has gone wrong with my OS in C drive and HOW TO RESOLVE the PROBLEM?
