No icon on HTM files

I use the Opera browser. I run XP pro/SP2.

I do not get the browser icon when I save a web page as an HTM file.
Instead, I get a sort of empty looking icon. (On close inspection this
turns out to be a page with an open window in it.)

If I go to XP's File Types (in Folder Options) and then to the file
type HTM, it is shown with an Opera icon but this icon does not get
used when I create an HTM file.

How do I get the icon when I save HTM files?
