Is there any risk in deleting files in \Local Settings\Temp ?

In C;\Documents and Settings\( our username)\Temp there are lots of
fileswith such names as "~nsu.tmp" and also lots of empty directories with
such names as "_is146" and "Google Toolbar"

I emphasize that these directories I refer to are empty.

Other directories are not empty, such as "VBE" which contains a file
"MSForms.exd" of length 144KB

Also files listed as zero length.

Also .bmp files which contain images I recognize as being from web page
ads, such as "sunkist.bmp"

When is it safe or unsafe to delete these files? Because they are in a
directory named "Temp" and some are quite large, such as "Photoshop
Temp107951" at 2,933,928KB, I am inclined to delete them.

BTW, could that be true; that there is a file that actual size?

All files in all directories named "Temp" or "Temporary" are fair game for
deletion. XP will not
allow deletion of files in use. Yes, it certainly can be true that PS wrote
a file that big. You should
check to see that the PS scratch file is directed elsewhere.
